"Preview - not editable"

Question

I decided to give Lightroom CC a shot to see how it compares to Lightroom Classic which I'ves used for years. It's not off to a great start. I tried editing a RAW file I imported about a year ago, and editing in the browser works great, but on iOS all the editing options are greyed out. When I click on the cloud icon it says "Preview - not editable". When I click "Get This Photo", nothing changes.

Any suggestions before I give up on Lighroom CC entirely?

Once you are opening the photo in Lr on your mobile device is there still a downloading progress shown under the cloud icon? Hope to get a clue about your issue soon. - Guido
