Lightroom (Cloud based version):  Yes. Export/Share/Save - to the desktop.

Lightroom can "generate" the image to print with your options if you select the [Custom Settings], but since your Lightroom images are only in the Cloud ecosystem you have to first export a physical file to your device and then you have a file that is capable of 'sending' through a Printing App. That app could be Photoshop or any other 'print capable' app.
