Hello, 

I accidentally deleted my Lightroom App for iPad, afterwards downloaded it again but all my pictures and about 200 Presets were gone.

I tried to login again but unfortunately it didn't work.

 

Is there any cloud or something like that where my pictures and Presets are saved in?

Not if you used the free version, and apparently that is what you used. The free version stores everything locally, and deleting an app deletes its data too. The only way to retrieve your images and presets is if you can restore your iPad from an Apple iCloud backup.
