How do you remove light beams on a photo that are covering the entire person?

I would say "impossible". Without some expert and fancy editing in Photoshop, it is not something you can do in Lightroom.

Similar situations to avoid (in camera) include- speckled sunlight on skin tones, reflections in spectacles, lens flare from bright lights, etc.
