Resizing images for printing

I am running lightroom 6 and need to know how to resize an image to a 4x6 photo for printing?

Who is printing? You on local inkjet, or commercial printshop?

Crop image to 2:3 ratio would be my first step- to match the paper ratio.

Resize from what? and why?
