I have a photo that is 40.95MB In lightroom. Upon export it downsizes it to 2.29MB. How do I prevent this?

If exporting JPGs, then that is the nature of JPG Compression, and to be expected. You can keep the quality higher for a larger MB files.  Try exporting as 'JPG Large 100%' or look in [Custom Settings]

If you want a file without compression- export TIF files in [Custom Settings].

I just tried exporting a full size tif, 16bit, no compression and it went
from 40.15MB to 12MB.

Triple check that you exported at full size. What file format did you export in? And how did this image get into Lightroom? If you synced it from Lightroom Classic, then 'full size' is actually much smaller than the original size, because Lightroom Classic syncs smart previews, not originals. 'Full size' would be 'full smart preview size' in that case, which is 2560 pixels wide.
