I'd say Photoshop would be able to give you better results but either way you'd have to create masks.

In Photoshop, off the top of my head, I'd try Color Range to create the mask and use either Curves, Levels and Selective Color, although everyone has different techniques.

It may be worth posting on the Photoshop forum and Photoshop groups on other sites to see how others would do this.
