Retrieve my purchased filters on my account but on another phone

Presets you have purchased and installed on your device do sync to all your mobile devices if you are a paid customer.  However, if you are using the free app, then you must separately install your presets on the new device just like you did for your original device.

Yes. Just log in at the same account on that other phone.
