Save to Device vs Export As (Lightroom Mobile)

Saving photos using the SAVE TO DEVICE option gives much smaller files than using the EXPORT AS option (settings - jpg, maximum dimensions, 100% quality). Why is this.

    Update on Save to Device file sizes. If a photo using Save to Device on my 10inch tablet then do the same on my mobile phone the jpg file on my phone is much smaller. Also, if I then re-save the photo on my tablet it seems to "remember" the phone settings and I get the small jpg file!

    Not sure how these jpg file sizes reflect quality.
