Lightroom plans offered on Mobile devices currently provide premium service only on mobile devices and LR Web (lightroom.adobe.com).  Current mobile subscriptions do not provide access to LR Desktop.

 

If you also need LR for Windows, I suggest you cancel your current mobile subscription, and instead subscribe through the Windows app (which will then provide service to both desktop and mobile devices)
