I want my iPhone & iPad to display photos in descending order so that when I open a category or the main list, my newest photos are always first at the top.

How do I do that?

There should be a little sort direction triangle next to where it says "Sort by __" You can flip that around by tapping on it, and that reverses the sort direction.

Brilliant! Thank you - I just missed clicking on the triangle.

while viewing a collection of photos:

1. Tap the Filter icon to sort and filter your images

2. Tap the sort direction to toggle ascending/descending order

3. Tap the sort criteria to choose from the available sort options (shown in second screen shot)
