Space bar navigation short cut whilst zoomed in is not working. Has anyone else has this issue?

When I am zoomed in I am unable to hold down the space bar and navigate around my image.

    In my Lightroom 7.0 (Windows-10)  Hitting the [Space Bar] magnifies the image (zooms) and then shows a 'Hand' icon. By holding down the left-mouse button I can drag the image on the screen to 'navigate' to different areas of the image.

    Also if I press and hold down the [Space Bar] the image remains magnified, and I can drag image with left-mouse, until I release the [Space Bar] and the image returns to show all.
