Star Rating/Flag settings not retained when switching images

I continue to have issues with my edit settings not being retained when switching between images. Once I restart Lightroom, the issue appears to resolve for a while, but eventually it recurs. This often results in losing work, sometimes hours of work, if I'm not paying close attention.

Steps I've used to reproduce:
1. Select an image

2. Set the image rating to 5 stars (either clicking the icon or using the "5" key)

3. Select another image

4. Go back to the original image from step 1

5. *Notice* The image is no longer rated 5 stars

6. Flag the image as "Picked"

7. Select another image

8. Go back to the original image from Step 6

9. *Notice* the image is no longer flagged as picked.
10. Restart Lightroom

11. Rate or flag an image.

12. Select another image

13. Go back to the original image from step 11

14. *Notice* Rating and flag setting is retained after restarting Lightroom.

I noticed your video is a little cut off at the top, so I can’t see everything clearly, but it looks like the cloud icon in the top right isn’t moving. Could syncing be paused, or is the app having trouble syncing changes?
