STORE PHTOS ON HARDDRIVE

Is it possible to link my lightroom photographs to a file on my hardrive rather than on the cloud.  My plan only allows 20 GB of cloud storage and that is not nearly enough for my library, so I'd like to link my lightroom CC to a harddrive.

All photos reside in the Cloud, that's the whole concept of the software and as Curt says, Classic is the better option from where you can sync Collections to the Cloud (which are lower res Proxies).

If you want to store just locally; Lightroom Classic may be a better choice.
