Storing Photos Locally on iPad

Hi there, 

I've recently migrated from classic to cloud. Everything has gone well apart from one issue. 

My photos won't save for offline editing on the iPad. 

I can import photos into LR via the macbook, they upload to cloud and show on iPad, but when I try to store locally on iPad, it downloads 10%+/- then gets stuck on "pending"

The reverse works, I can import on iPad, shows on Macbook and downloads for offline use on iPad. 

Can anyone confirm "storing locally" on iPad is working for them?

I've signed in and out, checked for sync issues, got 256GB of ipad storage, so it should be working.
