do I need a different subcription for ipad and android phone or I can sync my ipad subscription to android phone.

If you subscribe on either iPad or Android, your subscription will enable premium service for your account on all your mobile devices.  However, if you also need Lightroom on the desktop, the mobile plans current do not provide that access.  We have other plans that provide Lightroom for desktop + mobile: https://www.adobe.com/products/photoshop-lightroom/compare-plans.html
