Sync only some photos to cloud from Lightroom Desktop

Question

With Lightroom CC, is it possible to set rules for what images get uploaded to creative cloud? Right now it seems like it attempts to sync all of the files. I would ideally like to be able to only upload my best photos and ones I've edited. Is there a way to sync based on rating, etc?
 
Also, is there a way to remove some photos from the cloud and have them remain in Lightroom CC on my desktop?

Lightroom Desktop currently syncs only the selected albums or images added to the cloud.
