sync whole library for offline use on ipad

I use Lightroom CC to store photo research databases for use across devices. I need to have access to all photos (10k+) at any time - not just when there’s an internet connection. How can I make this happen? I have plenty of offline storage. It seems that only images i’ve scrolled through in the past (and thus have had previews generated) are available offline.

    When you view a photo, Lr downloads a temporary smart preview into the cache for you to work on. These images stay in the cache until you clear it.

    On your iPad you can selectively download images so that they are available offline. The best way to do this is to first put them into an album. You may already have albums created of different sets of images. Tap on the 3 dots found to the right of an album name. That will bring up a menu with more options. In that menu is the option to store the album locally. Turning this on will download the images in the album to your device and they will be available to work on offline. The images will also remain in the cloud and any edits you make will sync up with the cloud next time you are connected.

    This doesn't always work. I need smart preview images available offline for my entire library but many images aren't available. My Apple Photos images (100k) are all available in an offline version. But my Lightroom Mobile images are not (35k). My machine has plenty of space so it's bit clear why this is happening.
