The presets I created are saved in the cloud?

if, for example, I change my phone, the presets I created will be in the new one?

    "saved in the Cloud"-  Only if you subscribe to an Adobe plan.

    If you are using the 'Free' Lightroom, then your presets are only stored in your phone Lightroom App and can only be preserved by doing a phone backup, from which you can then restore to a new phone.
