There is no scroll zoom now when masks is open. This changed in 9.3.1 and is still an issue, the only way I can zoom with masks open is using the bottom-right hand corner zoom selector.

You used to be able to use ctrl + scroll when editing masks to zoom in and out.  As of 9.3.1, the zoom shortcut was changed to alt+scroll (and I was never notified, I had to experiment to find this).  And, neither the new alt + scroll or the legacy ctrl + scroll combination allow zooming with masks open.  Having to open the zoom selector in the bottom right hand corner makes things so much slower, which is why I’m reporting it as a bug since I assume this is unintended.
