Trying local but getting global adjustments

I'm using various masks (e.g. brush to dodge and burn.) to make local adjustments but moving the sliders is impacting the image globally. What am I doing wrong?

Are you using Lr Or LrC?

If LrC- You are possibly applying slider adjustments in the BASIC panel, and not in the MASKING panel.

Either because you have scrolled down the panels on the right-of-screen, or components of the Masking panel are in a collapsed state and not visible.

If you see just header lines (Tone, Color, Curve, etc) [Right-Click] on one of the header lines and choose [Expand All].

Also there are several 'Disclosure triangles' that can collapse/expand components of the masking panel.
