Unable to Edit in Photoshop from Lightroom (Windows)

Using Lightroom 4.0 and Photoshop 22.0.1. I've tried older versions of both. Tried having photoshop open first and nothing seems to work so I can edit in Photoshop from lightroom nor can i export photos from Lightroom. The bar gets stuck with no progress and errors out after a few mins.
