"Unable to export most recent develop settings" with HEIC files

I just exported a set of ~100 photos from Lightroom as JPGs. I got the following error message:

"Some export operations were not performed. Unable to download latest development settings."

There are 5 HEIC files listed. 

Any ideas on why this is happening?
