Unable to export some files from Lightroom

I have recently been having problems with Lightroom for Windows 10 not exporting files that it has previously. After letting it attempt to export for over 8 hours twice, and the loading bar not indicating any progress I reinstalled Creative Cloud, Lightroom, and Premiere to no avail. Lightroom will export a 21second 4K vide in under a min but the 3 1/2 min video of the same type will no longer export even after 8+ hours.

 

So far I've updated my GPU, updated Windows,  Checked all my drivers, shut down and restarted my PC,  reinstalled all adobe products, cleared the cache for lightroom and set it to high performance. Also worth noting is its not bottlenecking at all from what I'm seeing in Task Manager as nothing is going over 35% usage at any point.

 

I've been through 3 different chat assistances from Adobe Support and they all couldn't figure it out and just told me to wait longer (as if 8 hours isn't enough) before they abruptly left.

 

My PC Specs:

Windows 10 Home

i7-6700 CPU at 3.4GHz

32GB DDR4 RAM

GPU: Nvidia 1080 w/ 8GB of memory

Hey, @GHOST RIDER 406. Welcome to the Lightroom Community. I've reviewed the support case in your account. I'll help you figure this out. 

 

Does this happen with a specific set of videos? Were these videos imported into Lightroom on the same device or via another surface with Lightroom?  

 

As a test, add these videos to an album & right-click on the album to store them offline. Check if export works with the offline album. Also, you can test exporting the videos from Lightroom Web (https://adobe.ly/3Ba4XSH).
