    The error is indicative of a bad install. Follow this procedure:

    Clean Lightroom Install Procedure

    • Close Lightroom
    • Restart the computer
    • Use the Adobe Creative Cloud App to uninstall Lightroom
    • Restart the computer
    • Install Lightroom via the Creative Cloud App without launching any other programs.
    • Restart the computer
    • Launch Lightroom
    • Wait 5 minutes

    I'm sorry you're running into this. I understand how frustrating it is when you can't access a tool you're paying for. The "DefaultOzUrl Override module not found" and "no field package preload" errors point to a corrupted component in the Creative Cloud packaging layer, not just Lightroom itself. If the clean reinstall steps already suggested above don't resolve it, here are additional targeted actions:

    1. Run the Adobe Creative Cloud Cleaner Tool: This goes deeper than a standard uninstall, it removes leftover registry entries and broken packaging state that a normal uninstall can miss:

    • Close all Adobe apps and end any Adobe background processes in Task Manager (look for CCXProcessCoreSyncAdobe Desktop ServiceAdobeIPCBroker)
    • Download the Creative Cloud Cleaner Tool
    • Run it as Administrator
    • Select both Lightroom and Creative Cloud Desktop for cleaning
    • Restart your computer, then reinstall Creative Cloud Desktop first, sign in, and install Lightroom from there

    2. Clear the OOBE licensing/package cache: The "package preload" error often originates from a corrupted OOBE folder. Before reinstalling:

    • Navigate to: C:\Users\<your username>\AppData\Local\Adobe\
    • Rename the folder OOBE to OOBE_old
    • Restart your computer and relaunch Creative Cloud

    3. Repair Microsoft Visual C++ Redistributables (Windows): Damaged VC++ runtimes can cause module-loading failures at launch:

    • Go to Settings > Apps > Installed Apps
    • Find all entries for Microsoft Visual C++ 2015–2022 Redistributable (both x64 and x86)
    • Click Modify > Repair on each one
    • Restart your computer and try launching Lightroom

    If you can let me know your operating system version (Windows 10/11 and build number) and whether this is Lightroom (cloud-based) or Lightroom Classic.
