Unstack Photo With Full Resolution

My original photo is 23.1MB. I want the second version in the stack to be it's own standalone JPEG. I tried to Export will full resolution by file was only 3MB. How can I do this?

    My error. Export did work as desired. Was looking at wrong file (had older Export that was smaller).
