Virtual Copies in Lightroom
Can Virtual Copies be made in Lightroom (not Classic)? I see a Duplicate option, but I assume that duplicates the original file.

No, there's not yet an option in Lightroom to create Virtual Copies. You are correct that "Duplicate Photo" makes a full copy of the original.
