"Waiting for settings" In Lightroom

Some photos show "Waiting for settings" notification and say if you want to edit them now hit the "reset" button. I fixed or updated all programs and it worked on a couple of photos yesterday and now back to not working at all. My photos are stuck in limbo and I cannot edit, download or move anywhere.

Are you working from multiple systems on these photos (i.e. multiple desktop, mobile, cloud)?
