What's best? 13” Macbook Pro M1 with 16GB VERSUS 13” Macbook Pro Intel i5 with 32GB for Lightroom?

Hi, hoping someone can point me in the right direction.  My dad is wanting to purchase the fastest 13" Macbook Pro for editing photos and maintaining a really large catalog in Lightroom, but not sure which one he should purchase.  Does anyone have experience or knowledge about which one would be best (M1 with 16gb ram vs Intel i5 or i7 with 32gb ram)?  Apple sales said the M1 is WAY faster and better, but my dad really thinks he needs the 32GB which is not available on a 13"Macbook Pro with the M1.
