Why cant import CR3 raw file

Every CR3 file is different per camera, and Lightroom needs an update for new cameras. So if you can't import a CR3 file, then most likely you are using a version of Lightroom that did not support your camera yet. As you have not supplied any info about the version of Lightroom and/or your camera, that's all we can suggest at this point.

im use latest version of lightroom mobile

i cant import this raw file,

"The latest version" means nothing. If your version of Android is old, then "the latest version" that is still supported on your device could still be too old to import these raw files.
