why do my photos in lightroom have to be redownloaded every time i use the app

I am wondering why when I go in to lightroom, my photos have to redownload every time, so when i am offline somewhere i cant access or edit anything, there has to be a fix for this it makes no sense, please help

If you are talking about Lightroom mobile: This is done to keep the amount of space that Lightroom needs limited. Mobile devices do not have as much storage as desktop computers. There is a fix however. Place your photos in albums, then tap on the three dots behind the album name and choose 'store locally'.

If you are talking about Lightroom desktop, then store a local copy of the images (it's in the preferences).
