Why is Lightroom not using the 50 GB cache that I have reserved?

I work on the road as a travel blogger and I constantly need photos from weeks / months ago when blogging. However, lightroom needs to synchronize/download them from the cloud every time over and over again which is not only extremely slow in remote locations, it's also eating away hundreds of gigs of data per month this way.

Why is Lightroom using only 8 GB of cache when I've clearly set it to the maximum of 50 GB?
