Why is zooming so non-intuitive in lightroom?

The incositency is amazing, certain times mouse wheel can zoom in, other times if you have a tool selected in will change the size of the tool?

This is terrible UX design. 

What am I missing? I've never struggled with any software before to find and understand the zoom mechanics.
