(Win & macOS) Lightroom 5.5 Can't import images in Lightroom - buttons grayed out

Hello,
I am not able to import any images into Lightroom 5.5 . The corresponding button is grayed out.
It also doesn't matter if I install Lightroom on my Windows PC or on my Macbook, both have the same problem. 
I have tried reinstalling Creative Cloud, reinstalling Lightroom, and switching to older versions of Lightroom on both machines, but the problem still persists. 

 

What can I do?

Welcome to the Lightroom Community.

 

I have reviewed your account & the issue could be with the type of entitlement you have on your account.

Please check with your enterprise's IT or administration to understand what products and services are available to you through their licensing agreement.

 

Just as a test, you can try to sign up from a personal email account & Lightroom should work as expected.
