Won't sync, won't load previews, and Won't let me load images

My lightroom CC is broken. It seems to be stuck syncing some new photos. It's been sitting at 134 photos for over 12 hours. Furthermore when I open a photo it doesn't load a full resolution preview only a super pixelated one no matter how long you let it sit on the image. All of the edit controls on the image are grayed out.
