Working off Smart Previews on Laptop, color labels not appearing

Hey all, I have my system set up so my Library and all related files (smart previews, backups, etc.) stay synced between my desktop and laptop, while the raw files stay only on my desktop. 

This allows me to work on my library while traveling, I just wait to do any exporting until I'm back at my desktop. 

However I just got a new laptop, set it up and let everything sync, and when I open my lightroom catalogue none of my color labels are showing. 

Any advice on what is causing this?
