Error: please place all markers on rig

I'm not sure what I'm doing wrong. My previous models neck was too short so on this model I made the neck longer. However whenever I place the markers it still will not rig. I've tried different placement and have also made sure I'm selecting no fingers. If I could please have assistance with this and understanding how to use this properly. Thank you in advanced for you help!
