Generative Expand not working

In PS Beta V25. I open a PSD or Nikon raw image NEF. then select the CROP tool.  I get no pop up under the image offering me choices (like Generative Fill).  I only have it as a selectable menu at the top of the screen in the crop tool option bar, and it refuses to generatively fill when I select and area outside the borders of my image.  IT simply fills the areas outside the image borders with WHITE space.  Didn't Generatively fill at all.

I'm using a Macintosh Studio Pro M1 64 Gigs of RAM
