1cm deadzone where transform and move isn't responsive upon moving

there is a 1cm dead zone where when i move my stylus the slected area dosnet move with it (as responsively as i would like as it would snap after enough ground has been made) i use a huion kamvas 22 and ps on windows. i have tried it with a mac os and this issue is not present so i think its a windows thing. is there anyway for me to increase the responsiveness?

i have turned off snapping and reset the move tools these did not resolve the issue
