360 panorama imports but the move tool jsut moves the layer within the artboard - it doesn't rotate

Hello

Using Photoshop Beta 25.4.0 on Windows 10, I have opened a 360 jpg panorama and then created a panorama layer. 

I want to fix up the 360 image.

I see the 3D cube in the layer panel, but the move tool isn't the expected 3D icon. And I don' t have the move tool type widget.  When I use the move tool, it moves the layer within the artboard.

What am I doing wrong?
