Active window bug in PS v 26.6.1 and PS Beta v 28 (Win10/11)

Question

When Preferences->Workspace options "Open Documents as Tabs" and "Open LArge Tabs" are inactive (and PS is freshly (re)started), opening (or droping in) several images cause a bug. Last window of the opened pictures remains active/semi-active on top. It stays on top when windows of previous pictures selected. Even when "under" window is managed to be on top via moving, tools (like clone tool selecting Source via Alt key) switches back to last opened picture if it's window is below.

Confirmed on different machines - Win10 and Win11 for both versions of Photshop 26.6.1 and Photoshop Beta 28.

Bug presumably wasn't observed before 26.6 (or 26.6.1).

@sinra I just tested on my system with Photoshop version 26.6.1 on Windows 10 and can't seem to replicate the issue, I'll test on my Windows 11 pc after work and report back
