ADA Graphics in Photoshop or Indesign

Question

I need to create a graphic header (jpg or png) that I will then use to create an email campaign on Constant Contact and and event on Eventbrite.

I usually use an photo, use a color overlay (to match our company brand), with a small logo in the top corner and then include a simple text over the graphic (see below)

How do I ensure that the graphic is ADA compliant for both platforms?
Does it matter if its a jpg or png?
is this better to create in Photoshop or Indesign?

This is not really a Photoshop question. It's an accessibility question.

Off the top of my head:

Create Alt text for the image in the html

The text over the graphic should have good contrast for readability.
