Adobe Claims We Do Not Have Access to Photoshop on V24 - works on V23 (Mac 12.6)

Hi there, we are having an issue where when a user updates to v24 of Photoshop CC, they are unable to access the product. We get an error that 'They Don't Have Permissions to the Access the Software.' When they revert to version 23, they are able to access Photoshop. Note that this is an enterprise license.

This is on both Mac Studios and iMac Pros running Monterey 12.6.

Any input would be appreciated!

When we close the error, the application also closes.

Closing the app and reopening gives the same error

@Maxwell26892510d4ev, I have a few questions to help us narrow down the issue.
If you close the error message, are you able to use the app then?
If you close the app and reopen, do you get the error message again?
