Adobe photoshop quick selection tool not giving option to fill

I have to fill in small squares on a poster using the quick selection tool, when I select the square, there is no bar saying deselect, with the paint bucket tool coming up and as soon as I let go of the mouse the selected area disappears as if I never selected it in the first place, the only tool I can use is the quick selection lasso tool would take too long to fill it I did try the lasso tool and that bar comes up when I select the area but not for the quick selection tool. (Videos show the tool bar come up when I use the selection brush tool but not the quick selection tool, new to photoshop)

@mcpate,_2747 it's hard to tell from the video you posted, but it looks like you have selected an empty layer
