I had the same issue recently, and I managed to solve it by disabling the Windows Firewall and Windows Defender temporarily. It seems they were blocking Photoshop's access to the internet.
Here’s how you can try this:
- Go to Control Panel > System and Security > Windows Defender Firewall.
- Click on Turn Windows Defender Firewall on or off and disable it for both private and public networks.
- Also, temporarily disable Windows Defender in Settings > Update & Security > Windows Security > Virus & threat protection (click on Manage settings under "Virus & threat protection settings" and toggle off real-time protection).
After doing this, restart Photoshop and check if the AI features work. If they do, you can add Photoshop and Creative Cloud to the exceptions list in both Firewall and Defender to avoid disabling them completely in the future.
