Allow the contextual task bar to be anchored

The contexual task bar is an incredibly handy feature, but when typing in text bubbles, I find that it can often obstruct a large portion of the text bubble whenever it adjusts its position for a new text layer. It makes it hard to center the text without having to move the contextual task bar. Having an option to anchor, or to lock it in place would be a great quality of life feature.

You can pin the position of the Contextual Task Bar by using the three-dot menu.
