Downloading the Illustrator trial is a great way to get started. You're likely to enjoy its capabilities, especially when working with vector graphics.

I think you are going to have to use Step & Repeat, unless you have Illustrator?

Make your path, which you'll only be using as a guide.

To make things easier, I made a pair of guides in the exact centre of the document, and dragged the Grid 0,0 point to their intersection.

Make a star using the Shape tool  — I used six sides and 50% (in Options bar)

Place the star on the eliptical path intersecting the vertical guide.

Copy the layer (Ctrl J)

Now the clever bit, which we call Step & Repeat.

Use Ctrl T to start Free Transform

Place thew centre handle on the guide intersection.  (Alt drag)  To get the position dead on, change the X: and Y: fields to 0,0

360° divided by 50 is 7.2° so put that value in the angle field. Note: It is important to put the central handle in the right place before entering that value.

Now hold down Shift Ctrl Alt and press the T key 49 times.

Note: if you use a shape layer for the stars, they will all form on the same layer.  If you use a raster (pixel) star, then you'll have 50 separate layers.

Does that work for you?

Do you have Illustrator?
