Animated GIF not working

I followed the Adobe tutorial on making an animated GIF but got stuck very early on. The tut mentions the fly-out menu option 'Make frames from Layers' on the Timeline window but the is no such option! 

I found an option 'Frames from Layers on the Layers fly-out but clicking it does nothing. I tried dragging the layers onto the timeline but it wouldb't let me do this either. I watched some other tuts online and they all say the same so either there is something wrong with the tuts or my version of Photoshop whic is version 21.1.0 downloaded March 2020. Can anyone help please? Thanks, Brian

    Where are you looking for Frame from Layers? It is and option in the Layers panel menu see screenshot below. Select layer/layers then click on Layers panel menu which is hamburger icon in the top right corner of Layers panel.

    Well yes, as I already said, I found that but it still doesn't crate the frames. When I click on the option 'Frame from Layers' there is a dialog pops up and when I click OK it then puts what must be a frame next to the layer in the layers pallete.  it It puts the other icon next to the layer and also puts handles around the image in the main window. How do I get the frames into the timeline?
