Any use of tools or drag and drop causes viewing issue

Apologies for the delayed response. I’m hopeful that the issue has been resolved by now. If not, I’d suggest trying the following steps:

1. Close Photoshop, then reopen it and open a different file. Check if you still see the same issue.
2. If the issue persists, try resetting Photoshop preferences after creating a backup of your settings/folders. The steps are shared here: https://helpx.adobe.com/in/photoshop/desktop/get-started/settings-and-preferences/backup-and-restore-preferences.html
3. If none of the above helps, try reinstalling Photoshop and check if that resolves the issue.
