Apply to all while saving stopped working 26.6

With recent update "apply to all" when saving stopped working. Active file is saved and closed and that's all. It was introduced one update before current one (26.6) and wasn't fixed.

@default30872864ti3y7d Photoshop version 26.6 is still in Beta, try reporting the issue on the Photoshop Beta forum
